Brief History of the Municipality
Once upon a time, Peñablanca was a wilderness called “Barrio de Bubug” of Tuguegarao. Why it was called this way was beyond the early chroniclers. However, this wilderness was an excellent hunting ground for deer, wild hogs and carabaos. At that time, there were plenty of it roaming the Cagayan prairies. When the word spread around about this hunting ground, hunters hungry for meat began to flock to this spot, made a clearing and built their houses.
It was said that a German by the name of Otto Weber who was engaged in buying and selling of tobacco leaves, had his cattle pastured because the spot was excellent for grazing or hunting. When the first batch of hunters arrived, one of them casually asked one of Weber’s men, “Who owns all these cows?” “Cua na Aliman Yao.”
As years went along, more people from Tuguegarao flocked to Camasi from Tuguegarao. Some came from as far as Pallua, Cataggaman, Annafunan and Caggay. As a matter of fact, settlers from almost all the barrios of Tuguegarao immigrated to this spot. They came with their pots, pans, farming implements, dogs and other domestic animals purposely to hunt wild animals and to make kaingins which they later planted with rice and corn.
From that time on, those hunters called the place "Alimanyao" and later changed to "Alimannao". After a short easy life in Alimannao, the hunters moved further southward to look for more games. They arrived at a place where "camasi" (small tomatoes) quilted the area. This variety was round, as big as the tip of the thumb, and appeared palatable. After a full dinner of meat and camasi, the hunters decided to the the place "Camasi"
From here, they penetrated further eastward and then settled on a spot now called Centro, that is, Peñablanca Proper. They made bigger clearings and planted them with upland rice. The place was mushroomed almost overnight with temporary huts and a number of leqantoes. According to some local story tellers, the first settler was Pedro Obispo from Pallua. He was the father of the late Don Antonio T. Obispo who served for two terms as municipal president of Peñablanca.
